NATIONAL
1 December 2021
National Cabinet has agreed to continue to pursue a suppression strategy to limit Omicron case incursions into Australia.
7 October 2021
Disaster Payment Changes are as follows:
- When a state or territory reaches 70 per cent fully vaccinated, people will have to reapply each week for the payment, instead of it being automatically renewed.
- At 80 per cent, the payment will be phased out entirely within two weeks.
Once a jurisdiction hits 80 per cent fully vaccinated, the payment will drop to a flat rate of $450 for anyone who has lost more than eight hours of work a week.

The National Cabinet formulated a four-phase National Plan to transition Australia's National COVID Response (the National Plan) from its current pre-vaccination settings (focusing on continued suppression of community transmission) to post-vaccination settings (focused on prevention of serious illness, hospitalisation and fatality, and the public health management of other infectious diseases).

QLD
10 December 2021
Currently Queensland is mandating workers on a school site to be vaccinated which comes into affect on the 11:59pm 23 January 2022. This does not include external excursions or camps.
In terms of general COVID vaccine mandates. Whilst accommodation isn't seen as essential, the use of other camp facilities would require people attending to be vaccinated for anyone above the age of 16.
"No, accommodation will not be under the new guidelines as it is deemed essential. Both vaccinated and unvaccinated can book and stay at accommodation. However, only fully vaccinated persons will be permitted to enter and remain in the restricted areas of an accommodation venue, for example a café or restaurant."

9 December 2021
From 17 December 2021, entry to many Queensland locations and businesses will be restricted to those who are fully vaccinated. If you are 16 years or over, you will need to carry proof of your vaccination status and be prepared to show this upon request.

From December 17th the following restrictions apply:
Up to 100 people can gather in homes. No limit for people gathering in public spaces.
Indoor funerals and wedding ceremonies: One person per 2m2 or 200 people or 100% allocated seated and ticketed capacity (whichever is the greater).
One person per 2m2 for short-term accommodation (including hostels, B&Bs and short-term rentals) with the COVID Safe Checklist.
Density requirements do not apply in sleeping areas.
Self-service food: No restrictions.
Dancing: can occur anywhere at any venue (indoor and outdoor), subject to the one person per 2m2 rule.
Masks no longer need to be worn in Queensland, except when at an airport, on a domestic or international flight departing or arriving in Queensland, as agreed by National Cabinet.
Everyone is encouraged to carry and wear a mask when physically distancing is not possible, for example on public transport.
15 November 2021
From Monday 15th November at 5pm, Fully Vaccinated People will be allowed to fly into Queensland as long as they test negative within 72 hours and home quarantine for 14 days.
15 October 2021
From 1am AEST Wednesday 13 October, the Bourke Shire, Broken Hill, Kyogle, Lismore, Richmond Valley and Unincorporated Far West local government areas (LGAs) are part of the non-restricted border zone. There are no Local Government Areas in the restricted border zone.

The following Local Government Areas (LGAs) in Queensland are considered high-risk impacted areas and have entered stage 2 restrictions from Thursday 30 September 2021:
- Brisbane
- Gold Coast
- Logan City
- Moreton Bay
- Palm Island
- Townsville (including Magnetic Island)

From 24 September 2021, mask requirements are changing to the following restrictions:
- Masks must be worn at all times in indoor places when standing and outdoors when you cannot maintain social distancing of 1.5m from others.
- You can remove a mask while seated including at work, school and indoor venues.
- Masks must be worn on public transport and if you are in a taxi, rideshare or shuttle service.
- You must wear a mask in South East Queensland and Townsville sports stadiums unless sitting in your allocated seat.
Current restrictions for the South East Queensland Local Government Areas include:
- Up to 100 people in your home, including people who live there.
- Up to 200 people at an indoor wedding ceremony or funeral service or 1 person per 2 square metres or 100 per cent capacity with ticketed and allocated seating (whichever is greater). Indoor wedding ceremonies must have a COVID Safe Checklist in place and collect contact details via the Check in Qld app. Outdoor ceremonies have no restrictions and do not have to collect contact details.
- There are no density restrictions for venues that operate only outdoors. All indoor settings can have up to one person per 2 square metres or 100 per cent capacity with seated, ticket allocations including stadiums.

COVID restrictions easing in Queensland from 4:00pm today:
Venues such as pubs, restaurants and cafes can have one person per 2m² and you can stand at the pub for a drink.
Private gatherings are allowed up to 100 people and community sport is back with no restrictions.
People must always carry a mask and wear it indoors, or when you are unable to physically distance outside.
Mask wearing remains mandatory on public transport, rideshare and at schools for teachers, staff and high school students.

The Current COVID Restrictions in the state can be seen below:
Just a reminder that the activity consent form must be completed for any student attending a camp. The form enables information to be shared in compliance with Chief Health Officer directions. If consent has not been provided via the activity consent form, or by other written means that will allow the school and venue to comply with Chief Health Officer directions, the student will be unable to participate.
Camp risk assessments must be undertaken prior to approval and must take into account approved COVID-19 control measures and quarantine requirements if restrictions are imposed on an area visited, e.g. the area is declared a hotspot, either during or shortly after the excursion or camp.
11 August 2021
Cairns and Yarrabah residents will come out of lockdown at 4:00pm Today.
Restrictions will remain in place in these areas until 4pm on Sunday 22 August.
People must wear a mask at all times outside the home (including public transport) unless alone or with members of your household; eating or drinking; doing strenuous exercise or it is unsafe.
You must be seated to drink or eat in cafés and restaurants, and businesses and venues are allowed one person per 4m² inside and one person per 2m² outdoors, while smaller venues up to 200m² are allowed one person per 2m² with a maximum of 50 people.
Private gatherings are restricted to 10 people, and up to 20 people can attend weddings and funerals. Dancing is permitted at weddings.

Queensland has announced clarification on restrictions on Outdoor Activity in South-East Queensland. Activity is unable to occur unless all of the following conditions can be met:
· Maximum of 10 people with no physical contact between participants;
· Participants can physically distance;
· Venue density requirements are followed;
· Participants must wear masks unless they have a valid reason not to do so;
· Sharing of equipment is to be limited wherever possible and appropriate cleaning protocols are to be implemented;
· Organisations are reminded to ensure they are using the contact tracing app
· No structured competitions are to occur.
Government Support: Payroll Tax Deferral is available for tourism and hospitality businesses. Businesses who have been impacted by the lockdowns are eligible for the waving, refunding or deferring of a range of fees and charges for 12 months until 30 June 2022. Find more details here.

Masks are Mandatory in Queensland School settings for 12 years of age, staff and visitors.
According to the Queensland COVID-19 planning framework Camps are not permitted in lockdown areas in Queensland. All other areas of Qld need to follow general COVID restrictions. (Updated 1st August).
Restricted businesses (as seen here) need to follow the COVID Safe Checklist for Restricted Businesses – industry plans are no longer required.
If you have indoor spaces associated with outdoor operations such as clubhouses and hospitality activities with indoor dining, you will need to comply with the Checklist. (Source: Outdoors Queensland)
Outdoor only based organisations are considered unrestricted businesses, and are not required to comply with the new COVID Safe Checklist for any outdoor activities.
Mask wearing applies to any locked down area or any indoor space (including temporary accommodation) and some outdoor spaces – eg at a taxi-rank or train platform
Masks are not compulsory for outdoor spaces, including workplaces, if physical distance from others can be maintained; to school students onsite at education premises or attending outside school hours care, and to a person engaged in strenuous physical exercise.
Occupant density does not apply to primary and secondary school-aged children from the same group participating in camps operated by a school, community group or business (e.g. outdoor education provider). Source.

Eased restrictions from 1am 25 June 2021

Introducing a new travel declaration for anyone entering Queensland and expanding the mandatory Check In Qld app to more sectors means we will significantly increase our contact tracing ability and can ease the following restrictions across Queensland. Fewer COVID Safe Plans will be required – instead they will be replaced with a single checklist.
Changes from June 25 (apply for all Queensland)
- COVID Safe Plans are NOT required*
- No restrictions for self-service food buffets
- Mandatory use of the Check In QLD app
- Restrictions eased for running events
- Travel declaration required for anyone entering Queensland

At response levels 3 and 4, excursions and camps are not permitted to be held at Department of Education Outdoor and Environmental Education Centres (O&EEC) or at locations or businesses that are using a COVID Safe Checklist. O&EECs with residential facilities are required to use a COVID Safe event checklist .
It is recommended that schools insert the following clause to the consent section of their activity consent form (DOCX, 119KB):
- I give consent for my child's name to be given to businesses visited during this activity in compliance with the Queensland Chief Health Officer's directions.

If a student's parent/carer does not provide consent via the activity consent form, or by other means that will allow the school and venue to comply with a COVID Safe Checklist, the student will be unable to participate.

From 6am Friday 16 July, all of Queensland will be operating on the same restrictions.
People in home quarantine, regardless of where they are in the state, still need to follow their home quarantine requirements.
Ensuring anyone entering Queensland completes a travel declaration and expanding the mandatory Check In Qld app to more sectors means we have significantly increased our contact tracing ability and can ease the following restrictions across Queensland.

Lockdown for parts of Queensland
Lockdown restrictions for City of Brisbane and Moreton Bay region LGAs have been extended until 6pm Saturday 3 July.
Lockdown restrictions will end 6pm Friday 2 July for the following LGAs: City of Gold Coast, City of Ipswich, Lockyer Valley Regional Council, Logan City, Noosa Shire Council, Redland City, Scenic Rim Regional Council, Somerset Regional Council, Sunshine Coast Regional Council, Townsville City Council and Palm Island Aboriginal Shire. Face mask wearing and gathering restrictions will continue to apply in these areas.

Travel Restrictions
New South Wales
From 1am AEST Thursday 24 June 2021 the Local Government Areas (LGAs) within the regions of Greater Sydney, the Central Coast, Blue Mountains, Wollongong and Shellharbour are declared COVID-19 hotspots. This includes the Local Government Area of Waverley which has been a declared COVID-19 hotspot since 19 June 2021.
Anyone who has been in these LGAs since their identified start date - 19 June for Waverley and 24 June for the rest of the hotspots in NSW - will not be allowed to enter Queensland, unless they are a Queensland resident or have an exemption. Anyone allowed to enter will need to go into hotel quarantine.
Victoria
From 1am AEST Friday 25 June 2021 there are no declared hotspots in Victoria.

- As of 5pm today, Brisbane are to go into snap three-day lockdown after 10 new cases of coronavirus recorded, four of those locally aquired.

Greater Brisbane will now go into a three-day lockdown as of 5:00pm today and masks will be mandatory. This includes the Ipswich, Logan, Redlands, Moreton and Brisbane council areas. Schools will close from tomorrow and people in Greater Brisbane will only be able to leave their homes for essential reasons like grocery shopping, exercise, work and medical care.

From 1am AEST 22 January 2021, the Greater Brisbane region is subject to the same restrictions as the rest of the state.
- at Queensland airports (indoor and outdoor areas)
- during a domestic commercial flight
- if you are arriving to Queensland from overseas or from a COVID-19 hotspot, you must wear a face mask while travelling from the airport until you reach your allocated room in your quarantine accommodation
- if you are a driver of a bus, coach service, taxi or rideshare transporting a person required to quarantine.

Face masks alone will not protect you from COVID-19. Social distancing is the gold standard of COVID-19 prevention methods, as well as washing your hands regularly.
Movement and gathering
You can have 100 people gather in public outdoor spaces, and 50 people can gather at a private property – this number includes those who live with you.
Businesses, activities and undertakings
All restricted businesses can open, in line with the COVID Safe Framework.
All restricted businesses may now have one person per 2 square metres on their premises, other than a hospitality business that does not comply with the requirement to collect contact details electronically. Venues can operate with up to 100 per cent seated capacity if patrons are in ticketed, allocated seating.
Dance floors are also allowed indoors and outdoors, and you can stand up and have a drink at bar.

Face masks
You are strongly encouraged to continue to carry a face mask with you at all times, to provide added protection if you are in a situation where you cannot maintain social distancing. When attending a big event, in a shopping centre or travelling on public transport, we strongly encourage you to wear a mask – especially when entering, exiting or moving through areas where lots of people are gathered.

This Queensland Education COVID-19 Industry Plan 2021 (PDF, 228KB) applies to all Queensland state schools and provides a guide for actions required by the Department of Education’s tiered (action level) response to COVID-19. It informs principal decision making regarding the measures to be implemented at their school, recognising that different schools or communities may be at different ‘action levels’ at any point in time.
This industry plan will be updated as required to align with health advice. Printed copies are uncontrolled and may not reflect current advice.
Excerpt – Excursions and camps
At action levels 2 and 3, excursions and camps are permitted to be held at Department of Education Outdoor and Environmental Education Centres (O&EEC) or at locations or businesses that have an approved COVID Safe Industry Plan or are using a COVID Safe Checklist. From 4pm Tuesday 17 November 2020:
Gatherings: Increase gatherings in homes and public spaces from 40 to 50 people across Queensland.
Indoor premises: Increase from one per person per 4m2 to one per person per 2m2 (e.g. restaurants, cafes, pubs, clubs, museums, art galleries, places of worship, convention centres and Parliament House). Indoor play areas within a premises can open too.
In addition to these:
Boarding schools: Boarding school students can sleep over at friends’ houses on weekends and holidays.
Residential care: You can visit loved ones who are receiving residential care at a mental health or drug and alcohol service.
Wedding ceremonies: Up to 200 people can attend a wedding and all guests can dance (both indoors and outdoors).
Funerals: Up to 200 people can attend a funeral.
Indoor events: Seated, ticketed venues to increase from 50% to 100% with patrons to wear masks on entry and exit (e.g. theatre, live music, cinemas and indoor sports). Performers can reduce distance from audience from 4m to 2m, except choirs which remain at 4m from the audience.
Outdoor events: Increase outdoor events from 1000 to 1500 with a COVID Safe Event Checklist. Larger events require a COVID Safe Plan.
Open air stadiums: Increase seated capacity from 75% to 100% (with a COVID Safe Plan).
Outdoor dancing: Outdoor dancing allowed (e.g. outdoor music festivals, beer gardens).
NSW
School Camps are will now take place in NSW from Term 1 2022.
Further restrictions have been eased in the state such as:
- density limits no longer apply
- proof of vaccination is not required at many venues
- QR check-in is now only needed for certain high-contact premises
- face masks no longer need to be worn at many indoor areas.

School Camps are still not permitted. Outdoor events and gatherings can take place in NSW.
There is no limit to the number of fully vaccinated people able to attend outdoor gatherings.
COVID-19 Safety plans are required if more than 1000 people attend an outdoor gathering.
15 November 2021
Here is the current information regarding the operation of incursion and excursions in NSW. Overnight camps are still not permitted.
"Excursions will be allowed outdoors and indoors. If the excursion is indoors, the cohort will need to have sole use of the venue.
Excursions are day-only and not overnight.
Excursions must comply with any COVID-safe requirements in place for that venue. Note, the current public health orders (expected to be in effect until 15 December) mean that where excursions are held indoors at an entertainment facility, recreation facility or hospitality venues:

anyone aged 16 and over must be fully vaccinated to attend venues
-
children under 16 years of age who are not fully vaccinated can attend as long as they are accompanied by a fully vaccinated member of their household.
Transportation to and from venues must maintain cohorts.
Incursions will be allowed indoors or outdoors in cohorts. Any visitors on site to support incursions must be fully vaccinated and will be required to check in using the school check-in app and show proof of vaccination status on entry to the school site."

Fully vaccinated NSW residents can now travel for holidays and recreation between Greater Sydney and regional NSW, bookings for hospitality venues are no longer capped and fully vaccinated travellers from overseas can enter NSW without having to quarantine, subject to Commonwealth border restrictions.

NSW Has Now Eased Restrictions with 80% of NSW Residents being Double Vaxxed. For more detail click here.
Important Eases to Note:
- Travel for holidays and recreation between Greater Sydney and Regional NSW will be permitted from 1 November for fully vaccinated people.
- Caravan parks and camping grounds open, including for those who are not fully vaccinated.
- Schools open with Level 3 COVID-19 safety measures. This means School Camps are still not permitted.
- COVID safe outdoor gatherings permitted for up to 200 people.
- Controlled outdoor public gatherings (for example – fenced, seated ticketed) permitted for up to 3000 people with density limit.
11 October 2021
As NSW has reached its 70% Double Vaxxed Status here is a link to the Reopenning measures. Some important ones to note:
- All premises will operate at 1 person per 4sqm indoors and 1 person per 2sqm outdoors.
- Schools reopen with Level 3 COVID-19 safety measures (visit Department of Education NSW).
- Caravan parks and camping grounds reopen (including for people who are not fully vaccinated).
- Weddings ceremonies permitted with density limit for up to 100 people (5-person limit for people who are not fully vaccinated).
- Wedding receptions permitted with density limit for up to 100 people (not permitted for people who are not fully vaccinated), eating and drinking must be seated, and dancing is permitted.
Changes to Isolation Requirements:

If you become a close contact of a positive case but you are fully vaccinated, your self-isolation time will be halved. You will still need to get tested and self-isolate for seven days however if you test negative on day six, you can come out of isolation on day seven.

The current rules remain in place for those who are not vaccinated. If you're a close contact of a positive case, you must get tested and isolate for 14 days.

If you contract the virus, you will be required to isolate, regardless of your vaccination status.

Byron, Kempsey and Tweed LGAs are going into a 7 Day lockdown from 5pm Today.
From 12:00 PM, 21 September, people aged 18 years and under who live in stay-at-home areas and areas of concern across NSW will be able to create a bubble of three friends and visit each other’s homes for play and activity, subject to the following conditions:
- Each child is allowed to have two designated friends come to their house. These two friends must always be the same, creating a three-person "friends bubble"
- All people older than 18 years in all the households must be fully vaccinated
- The friends must reside within 5km of each other or in the same LGA and
- If parents/carers are dropping children off, they must not stay to interact with other parents or carers.

Currently NSW Schools are operating in Level 3. There are no plans for School Camps to operate under Level 3 and Level 2 in NSW School's Roadmap to Recovery.

The NSW Government has announced a number of easing restrictions. These are the current updates on the easing of restrictions relevant to Camps and Led Outdoor Activities Sector.
Regional NSW:
Parts of regional NSW currently deemed low risk (have seen zero COVID cases for at least 14 days) will emerge from lockdown at 12:01am Saturday 11 September.
The following freedoms will be available to all people in regional LGAs where stay-at-home orders have lifted:
Gatherings in the home and public spaces:
- Up to five visitors will be allowed in a home (not including children 12 and under).
- Up to 20 people can gather in outdoor settings.
Schools:
- Schools will re-open with Level 3 COVIDSafe measures in place.
Stadiums, theatres and major outdoor recreation facilities:
- Major recreation outdoor facilities including stadiums, racecourses, theme parks and zoos can reopen with one person per 4sqm, capped at 5,000 people.
- Up to 500 people can attend ticketed and seated outdoor events.
Weddings, funerals and places of worship:
- Up to 50 guests can attend weddings, with dancing permitted and eating and drinking only while seated.
- Up to 50 guests can attend funerals, with eating and drinking while seated.
Travel:
- Caravan parks and camping grounds can open.
The following restrictions still apply in the LGAs of:
Bathurst, Bega, Blayney, Bogan, Bourke, Brewarrina, Broken Hill, Cabonne, Central Coast, Central Darling, Cessnock, Dubbo, Dungog, Eurobodalla, Forbes, Gilgandra, Goulburn, Mulwarre, Kiama, Lake Macquarie, Lithgow, Maitland, Mid-Coast, Mid-Western, Muswellbrook, Narrabri, Narromine, Newcastle, Orange, Parkes, Port Stephens, Queanbeyan-Palerang, Shellharbour, Shoalhaven, Singleton, Snowy Monaro, Upper Hunter, Walgett, Wingecarribee.
Easing Restrictions for the Rest of the State (Sydney and LGAs Above):
NSW's COVID-19 lockdown will be lifted for fully vaccinated adults from Monday.
Fully vaccinated adults and those with medical exemptions will have more freedoms:
Gatherings in the home and public spaces:

ACA has recieved this advice from NSW Department of Health:
In line with NSW Health advice, school camps are not permitted State-wide given the higher level of risk this activity poses to students and staff. The Department will continue to work with NSW Health and confirm when school camps may resume in a COVID-safe way. In addition, at this time, non-essential visitors will not be permitted on school sites. This will include service providers such as Outdoor Education.

From 12:01am on Monday, September 13, 2021 the following easing of restrictions will occur:
LGA of Concern:
People living in LGAs of concern can leave home for an hour of recreation every day, as well as the hour of exercise which is already permitted. All adults must be fully vaccinated against COVID-19.
Outdoor recreation, which can include things like picnics, must be held between 5:00am and 9:00pm so as not to break the curfew. The recreation must take place within 5 kilometres from a person's home, too. People from different households cannot mingle while using this recreation time.
Outside Restricted LGA:
From the same date, you'll be able to gather outdoors with up to five people (including children). There are no time restrictions on these gatherings, but all adults must be fully vaccinated. They must also occur in public places. The gatherings must take place in a person's LGA or within 5km of their home. Only two people from different households can meet outside for recreation or exercise, and it must take place either in their LGA, or, within 5km of their home if they leave their LGA.

Everyone in Greater Sydney must stay home unless you have a reasonable excuse.
From 6pm on Saturday 26 June 2021, if you have been in Greater Sydney, including the Blue Mountains, Central Coast, Wollongong and Shellharbour for any reason since Monday 21 June 2021, you must follow the stay at home rules and must continue to follow them for 14 days after you were last in Greater Sydney.
If you live in, usually work in, or usually attend a university or other tertiary education facility in Greater Sydney you must also follow the stay at home rules, unless you have not been in Greater Sydney for the last 14 days.

Following updated health advice from the Chief Health Officer Dr Kerry Chant about the growing risk to the community, the following restrictions will be introduced for Greater Sydney, the Central Coast, Blue Mountains, Wollongong and Shellharbour. (See the Greater Sydney area map.)
- Visitors to households will be limited to 5 guests – including children;
- Masks will be compulsory in all indoor non-residential settings, including workplaces, and at organised outdoor events;
- Drinking while standing at indoor venues will not be allowed;
- Singing by audiences at indoor shows or by congregants at indoor places of worship will not be allowed;
- Dancing will not be allowed at indoor hospitality venues or nightclubs however, dancing is allowed at weddings for the bridal party only (no more than 20 people);
- Dance and gym classes limited to 20 per class (masks must be worn);
- The one person per four square metre rule will be re-introduced for all indoor and outdoor settings, including weddings and funerals;
- Outdoor seated events will be limited to 50% seated capacity;
- Previous public transport capacity limits, represented by green dots, will be reintroduced;
- If you live or work in the City of Sydney, Waverley, Randwick, Canada Bay, Inner West, Bayside, and Woollahra local government areas (as shown on the inner Sydney suburbs map), you cannot travel outside metropolitan Sydney for non-essential travel.

Restrictions for Greater Sydney, Central Coast and Wollongong
From 29 January 2021, changes to restrictions across the Greater Sydney region affect the number of visitors allowed at a residence, outdoor gatherings and capacity limits at weddings, funerals and some venues. There are also changes to the requirements for wearing a face mask.
Up to 30 visitors from any number of households may visit another household on any day. The total number of visitors includes adults and children. (A member of the hosting household is not counted as a visitor.)
No more than 50 people can gather outside in a public place which includes public parks, reserves, beaches, public gardens and spaces.
A maximum of 300 people may attend a wedding or a funeral subject to the square metres rule applicable at the venue.
Up to 25 people are allowed at hospitality venues before the one person per 4 square metres rule applies.
Restrictions for regional and rural NSW
Up to 50 visitors from any number of households may visit another household on any day. The total number of visitors includes adults and children. (A member of the hosting household is not counted as a visitor.)
No more than 100 people can gather outside in a public place which includes public parks, reserves, beaches, public gardens and spaces.

Venue capacity rules
Three venue capacity rules apply:
Businesses must not exceed the capacity limit that applies under standard liquor or fire occupancy loading and regulatory conditions of the venue
Events
People organising events should see the COVID Safe Event Protocol.
For further industry-specific information, refer to the Business and Work section.
- Option 1: 25 people (excluding staff) across the whole venues.
- Option 2: Where the Check In CBR app is used venues can have one person per two square metres of usable space in each indoor and outdoor space (excluding staff), with a maximum of 500 people for each space.
- Option 3: Where the Check In CBR app is NOT used venues can have one person per four square metres of usable space in each indoor space and one person per two square metres of usable space in each outdoor space (excluding staff), with a maximum of 500 people for each space.
- Organisers for events for between 201 and 500 people are required to notify ACT Health and submit their COVID Safe plan (via the online form).
- Events over 500 will need an exemption in accordance with the COVID Safe Event Protocol.

Southern Tasmania will be in lockdown from 6pm today Friday 15 October for three days.
You must stay at home, unless you are:
- Shopping for urgent household supplies within 5 km of home — only one person from a household at any one time.
- Attending medical or health care appointments, including COVID-19 testing or vaccinations, or donating blood or plasma.
- A permitted worker — a person working for a provider or business that is permitted to operate, and who cannot work from home.
- Going to school — if the child of a permitted worker, or if unable to learn at home, or going to child care.
- Exercising once per day outdoors within 5 km of home for up to two hours — alone or with your household or with one other person for safety reasons.
- Caring for a vulnerable person or for other compassionate reasons.
- In other permitted circumstances, such as in an emergency or to escape harm relating to family violence.

The number of people permitted at businesses/activities (other than households) is determined by the density of the area, up to a maximum of:
- 250 people for an undivided space in an indoor premises; and
- 1,000 people in an undivided space outdoors.
The maximum density limit is one person per 2 square metres.
Gatherings
Gathering limits are determined by the density of the area, up to a maximum of:
- 250 people for an undivided space in an indoor premises; and
- 1,000 people in the outdoor space of a premises.
Maximum density limit is one person per 2 square metres.
Where the number of people permitted according to the density limit is less than the gathering limit, the lower number applies*.
Indoor theatres and cinema are permitted to have up to 75 per cent of their usual seated capacity in line with the gathering limits
The maximum number of people permitted on a premises includes staff, volunteers, children and babies.
Where practicable, business operators, staff, volunteers and attendees should maintain a distance of 1.5 metres from other people.

VIC
16 December 2021
Victoria has eased restrictions in the state. Here are the main changes:
- The mandatory vaccination requirement will be removed for all customers in retail, except hair and beauty services, and will also be removed in real estate, places of worship, weddings and funerals. Face masks will be still required for customers and workers in retail settings
- Restaurants, cafes, bars and pubs are still only open to fully vaccinated patrons and staff. Workers are required to wear face masks
- People under 18 will no longer be required to show proof of their vaccination status at all venues, including hospitality.
- Face masks no longer need to be worn at weddings, funerals or ceremonial settings. If these events are held at places of worship, there will not be any vaccination requirements or limits on participants, nor any requirement to check vaccination status. If the ceremony is at a hospitality setting, vaccine requirements will apply
- Workplaces exposed to a positive COVID-19 case will no longer need to be deep cleaned.
- Tour and transport operators, gyms and creative arts premises, such as theatres and cinemas, will not need to clean equipment between users.
- Workplaces still need to maintain their COVIDSafe Plan.

An investment of $84.3 million will deliver additional camps to benefit 81,200 students during school holidays and 2022 school terms – making sure students don’t miss out on vital outdoor education and socialising.

From midnight on October 21, non-household primary close contacts who are fully vaccinated will only have to isolate for seven days.

We Confirmed with Business Victoria (Ref: 594031) that:
- Staff need to check the ID of all patrons
- Children from the same family CAN share a room / dorm. Children cannot share a room unless from the same household.
- Activities can operate with a maximum of 20 people for Outdoor Activities.
- Activities can operate in staggered sessions.
- Shared Food spaces can operate with 10 capacity indoors and 20 capacity outdoors.

Schools have been confirmed to not going back in Term 3 in Victoria.
From 11:59PM, playgrounds will reopen and in-home care including babysitters will be expanded to school aged care but only if both parents are authorised workers.
Once that 70 per cent target is met (will be around 23rd September):
- The radius for travel will expand from 5 to 10 kilometres.
- Outdoor exercise will also be allowed for three hours with personal training permitted.
- Construction will also be allowed to operate at 50 percent capacity once 90 percent of workers have had one jab.

We have received confirmation from the DET in regards to the running of school camps. They have stated:
"School camps and overnight stays for regional Victorian schools can take place within regional Victoria. Bookings must be limited to single schools. Multiple schools can attend camps providing school groups remain separated and do not share common facilities at the same time. Mixing of staff and students between different schools is not recommended...Camps and excursions for metropolitan Melbourne schools cannot take place at this time.”

A statewide lockdown has been announced in Victoria from 8pm Tonight.
Schools are closed and stay at home orders are in place across the state with only five reasons:
- to get the food and the supplies you need,
- for exercise for up to two hours and no more than 5kms from your home,
- for care or caregiving,
- For authorised work or education if you can’t do it from home
- or to get vaccinated at the nearest possible location.

From 11:59pm Tuesday 3 August, group limits will be removed from food and drink facilities, physical recreation and sport (including gym classes) and from tours and tour transport.
There is no longer a limit of people per vehicle on tour transport such as buses, trains etc. and as previously, there is no density requirement for tour transport.
Limits of 100 people per indoor space and 300 per outdoor space will continue to apply to physical recreation facilities, as will density requirements. Venue capacity limits will apply to tour groups entering a venue.
If people participate in tourism services in a public place, they must comply with the public gathering limits (currently permitted up to 10 people).

Cross-border travel is only allowed without a permit for six essential reasons. They are:
- Necessary goods and services, including medical care and COVID tests
- Care and compassion reasons
- Paid or voluntary work
- Education including childcare
- COVID-19 vaccination

Whilst campsite restrictions are generally one person per four square metres. An exception to the density quotient and booking limit applies for exclusive use by a single school provided only students and staff attend (no other guests).

"Camps, excursions, playgrounds and other school facilities and activities
- School camps and overnight stays can take place across Victoria with no travel restrictions. Bookings must be limited to single schools. Multiple schools can attend camps providing school groups remain separated and do not share common facilities at the same time. Mixing of staff and students between different schools is not permitted. Testing requirements are now in place for the Victorian ski fields.
- Outdoor education including excursions and overnight stays, for the purpose of outdoor education are permitted. Programs should only operate for staff and students from single schools. Testing requirements are now in place for the Victorian ski fields.
Victorian Alpine Region
School trips must adhere to additional requirements if attending the Victorian ski fields. Travel to regional Victorian Alpine Resorts is permitted provided visitors have had a negative COVID test within the previous 72 hours. Children under 12 years are not included. Visitors must be able to show evidence of a negative test as condition of entry into ski fields."
There are no restrictions on travel between metropolitan Melbourne and regional Victoria. If travelling interstate, Victorian schools must not not travel to an extreme risk zone.
This is good news for Members and for the thousands of Victorian students who will reap the benefits of camps and led outdoor activities after many lockdowns. We would like to thank those Members who have forwarded on information they had at hand as well as the combined efforts of the team at Outdoors Victoria.
The ACA will be continuing to seek meetings with DET and the Education Minister this week to express our dissatisfaction for the lack of communication and incredibly slow update of this documentation. We would like to work together to find a solution to speed up this process.
A reminder we will be sending out a survey for members to complete this week on the financial impacts of this most recent lockdown.

Dear Victorian Members,
The Victorian Premier this morning announced that the easing of restrictions would happen tonight at 11:59pm, however the changes announced may affect operations for camps. You can read the Premier's statement here and read the current table of restrictions here.
Please note Private Bookings:
Premier Daniel Andrews stated, "However, due to the significant transmission risk we have seen throughout the pandemic, gatherings in the home are still not permitted. People will only be able to book accommodation with their household, intimate partner or single bubble person."
School Bookings:
Despite numerous efforts to contact the Department of Education, we do not currently have any communications from the Department around:
schools returning to camp,
multiple groups on camp.
At the time of sending this Bulletin, the DET website and the Department of Health Website was still yet to be updated with any current information relating to the new restrictions. We suggest that members continue to check these websites, the ACA staff will also continue to monitor these websites and we will send through more information once this is updated.
A reminder:
Cleaning, signage, record keeping, and other COVIDSafe requirements continue to apply for all venues and facilities with onsite operations as per Workplace Directions. The Density Quotient (DQ) applies to all venues and spaces that are accessible to the public (and in closed workplaces, to shared spaces such as lunchrooms).

The ACA continues to advocate to Government, including the Department of Education, on your behalf regarding a number of items, including the timeliness of the distribution of any updates to the Operations Guide to align with state restrictions.
In order to strengthen our message to Government, we will need some input from you, our Members. Please keep an eye out for a survey via ACA Bulletin this week, in which we will be asking for information about the financial impact that this most recent lockdown has had.
In a further commitment to keep Members informed, the ACA has employed a new staff member, for the next six months, to keep across the country's restrictions and to be a point of contact for members who may have queries about particular COVID settings (learn more in this weeks newsletter).

Dear Members,
The Victorian DET has updated their School Operations Guide, and have provided the extract below as relates to camps:
Camps, playgrounds, pools and other school facilities and activities for all Regional Schools
- Students can participate in a school camp if the camping venue is limited to use by a single school only and located in regional Victoria.
- Excursions and incursions are not permitted at this time.
- Playgrounds remain open for school use and can be made available for community use out of school hours.
- Drinking fountains can remain open.
- Indoor pools should be closed for this period.
- Outdoor pools can be used for educational purposes. Restrictions on the number of people permitted in an outdoor community pool facility do not apply if it is being used exclusively by a single school for educational purposes.
- Community groups can use school facilities when the use complies with permitted activity in the community.
- School tours should not be conducted on-site for prospective students and their families at this time.
- Non-essential visitors should be excluded from school sites for this period.
- Non-essential meetings, and all school events, gatherings and assemblies should be deferred or held remotely.
- School bus services across the state will continue to operate as normal.
Camps, playgrounds, pools and other school facilities and activities for all Metropolitan Schools
- School camps and excursions cannot take place during this period.
The exception are camps that commenced prior to 11.59pm on Thursday 27 May. These can continue but camp activities must be consistent with the restrictions in place for the wider community.
Camps are permitted to ‘shelter in place’ with appropriate staff supervision and care and no visitors to the camp site. Schools may choose to return from camps earlier than expected but are not required to do so. Once the camp has concluded, participants should travel directly to their residence and stay at home if this occurs while restrictions remain in place. Where possible, travel should be avoided during the circuit breaker period. If travel home from the camp facility is necessary during the circuit breaker period, students and staff should travel directly home and once home, only leave for the permitted reasons. - Playgrounds remain open for school use and can be made available for community use out of school hours.

"From 6pm on Friday 26 March, masks will no longer be required in retail settings but Victorians will still need to carry one with them at all times and wear it on public transport, in rideshare vehicles and taxis and in sensitive settings such as aged care facilities and hospitals.
Victorians will be able to host up to 100 people in their home per day. Outdoor gatherings in public places – the beach, the park – can also increase to 200 people."

Q: I am an accommodation provider. What regulations apply to my business
A: All accommodation businesses can open in line with COVIDSafe Summer restrictions.
Each booking is restricted to a maximum of 15 people. Infants under 12 months are excluded from this cap. This is in line with the restrictions on private gatherings. The density quotient of one person per two square metres applies to communal spaces if the venue is using electronic record keeping (for example, QR code technology), otherwise the density quotient of one person per four square metres applies.

Q: I wash all bedding items between each guest. Do I also need to wash other items such as throws, cushions and mattress protectors?
A: Bedding that comes into direct contact with a customer (such as sheets, quilt covers and pillowcases) must be washed before the next booking, and other items should follow routine practice.
The laundering of linen should be conducted using the warmest setting possible, in accordance with manufacturer’s instructions. Dry items completely. Do not shake dirty laundry as this may disperse the virus through the air.
Q: I operate a facility with communal areas (bathroom, kitchen, living areas, etc.). What do I need to do to make them safe?
A: Communal areas at hostels, caravan parks or other venues such as bathrooms or kitchens can open in line with the Industry Restart Guideline — Accommodation. The density quotient of one person per two square metres applies to communal spaces if the venue is using electronic record keeping (for example, QR code technology), otherwise the density quotient of one person per four square metres applies.

Shared equipment is to be cleaned and disinfected between users, in line with the cleaning and disinfection guidelines.
Facilities should also implement rostered use of facilities and the provision of cleaning products for people using them. See the preventing infection in the workplace page for more information.
Q: I run a hostel with shared dorm room as and shared facilities (recreational, dining, kitchen, bathroom). What regulations apply to my business?
A: Throughout COVIDSafe Summer, each group booking at an accommodation facility is restricted to a maximum of 30 people. Infants under 12 months are excluded from this cap. This is in line with the restrictions on private gatherings.
People from separate group bookings are not permitted to share the same bedroom or dorm room. Communal areas have a patron cap based on a density quotient of one person per two square metres, if the venue is using electronic record keeping (such as QR code technology).
If the venue does not use electronic record keeping, then a density quotient of one person per four square metres applies to communal areas.
Update on office workers
From Monday 18 January 2021 more office workers will be able to make a partial return to the office.
- In line with previous announcements, up to 50 per cent of office workers who are not in the public service will be able to return to on-site work as well as up to 25 per cent of public service workers.
- Offices with fewer than 40 staff can have 20 staff on-site subject to density quotients.
- Additionally, from Monday 18 January 2021 face masks will no longer be required to be worn in offices.
- You must always carry a face mask with you when you leave home unless you have a lawful reason not to.
- It is strongly recommended you wear one whenever you cannot keep 1.5 metres distance from others.

Restrictions are changing in Victoria from 11:59pm on Sunday 22 November 2020:
Social Gatherings
- You can meet up in groups of up to 50 people in a public outdoor place from any number of households.
- You can have up to 15 people visit you at home each day. Infants under 12 months are not included in this cap. Dependents over 12 months of age are included in the 15 person limit.
Travel
- You can go on holiday anywhere in Victoria.
- You can book accommodation with the people you live with, your intimate partner, and up to 15 friends or family members who don’t live with you. Babies under 12 months are excluded.
- Tourism groups and transport – groups of up to 20 indoors or 50 if outdoors.

Some specific restrictions relavant can be seen in Wedding in an outdoor setting:
- Maximum number of attendees is 150.
- Food and beverage consumption if a standing event: 1 person per 2 square metres, if seated 3 people per 4 square metres.
- Must have an approved contact tracing system and records other than seated activities with 50 or fewer attendees.
- Singing is permitted (masks must be worn indoors). Performers do not have to wear a mask.
- Up to 50 attendees, dancing is permitted.
- A maximum of 50 people are permitted to dance at any time where up to 150 people are present.
- Communal food and beverage areas are not permitted.
- If 51-150 people are present, a COVID Marshal is required.

South Australia has announced all staff and volunteers who work in a school or childcare must have their first COVID-19 vaccine. The mandate will come in to force on Friday, December 10.

Councils Mount Gambier, Wattle Range and Gant have eased restrictions to the same levels as the rest of South Australia.
9 August 2021
The South Australian COVID-19 Additional Business Support Grant will provide $3,000 cash grants for employing businesses and $1,000 grants for sole traders in eligible industry sectors. Businesses must demonstrate a 30 per cent or more decline in turnover over a two-week period as a result of the COVID-19 trading restrictions imposed on July 28.
An additional CBD grant of $1,000 will be available for eligible businesses.
There is also a new Major Events Support Grant of up to $25,000 for eligible events that were cancelled or postponed and suffered a significant financial loss due to the COVID-19 lockdown in July or further restrictions to August 4.
Applications will open on the 13th of August.

Private function (including wedding and funerals)

Private functions include weddings, funerals, parties or any other function which is by invite only that is held at licensed premises. The function must be in a designated area which has no public access and where possible separate bathroom facilities from the rest of the venue.
Guests must use their best endeavours to remain segregated from other patrons at the premises. Food and beverages must have no shared utensils but can be consumed while standing. Dancing is also permitted.

The WA Government announced last week plans regarding WA's Safe Transition Plan. This is what we know:
- There is no indicative date for borders to open however it is predicted at being mid January 2022.
- When 90% of WA is vaccinated, Border controls eased with conditions
- All interstate and international arrivals are required to have a Good 2 Go Pass.
- For International and Interstate arrivals: No quarantine for double dose vaccinated arrivals, Negative PCR test 72 hours before departure and a test on arrival (to be phased out, pending a review) A 14 day quarantine in a designated facility for high risk arrivals (e.g. unvaccinated people).
- General Restrictions that will apply such as:
- Face masks for some high risk indoor settings (e.g. public transport, hospitals, and aged care facilities)
- Proof of vaccination for large events (1000+), nightclubs and casino
- Contact registration (SafeWA) at all public venues
- Revised COVID Event and Safety Plans
- Restricted entry to remote Aboriginal communities, where necessary.

People aged 30 to 39 who have already registered for a COVID-19 vaccine at Roll up for WA will be given priority for bookings and can make an appointment at a state-run clinic.
All other Western Australians aged 30 to 39 can register for a COVID-19 vaccine now at Roll up for WA. These people will be eligible to make a booking from Monday 9 August.

The WA State Government announced $3,000 Small Business Lockdown Assistance Grants to support small businesses in WA most impacted by the recent four-day lockdown and restrictions with a payroll of less than $4 million. Effective 12pm, Sunday 27 June, restrictions will be introduced for Perth and Peel for a minimum 3 days.
This follows a community case of COVID-19 being detected overnight in WA, relating to NSW travel.
People are encouraged to check the locations in WA visited by confirmed cases.

Mask-wearing mandatory except for primary school students and those who are exempt.

West Coast Eagles vs Western Bulldogs at Optus Stadium will go ahead without spectators.
Chicken and Beer Festival will be cancelled.

150 patron limit and 2sqm rule for:
- Hospitality
- Beauty/hairdressing
- Public venues (swimming pools, recreation centres)
- Fitness venues (gyms, Pilates, yoga, dance studios)
- Casinos
- Nightclubs

Transition out of lockdown from 6pm, Friday 5 February
Pending no further local cases, the five-day lockdown for the Perth, Peel and South West regions will end as planned.
From 6pm, Friday 5 February the following will come into effect:
- Perth and Peel will enter into a post-lockdown transition period until 12.01am, Sunday 14 February. This allows the full 14-day incubation period to run its course
- South West will return straight to pre-lockdown conditions.
The post-lockdown transition period for Perth and Peel includes:
- Wearing a mask when in public and while at work, unless exempt or for vigorous outdoor exercise
- All business and venues can reopen, except for the casino and nightclubs
- 4 square metre capacity rule in place for hospitality, entertainment, public and fitness venues, up to a maximum of 150 (excluding staff)
- 150-person capacity at all events including weddings, funerals and community sport (includes players, officials and spectators)
- Seated service only at hospitality venues
- Dancing only permitted at weddings and dance studios
- 20-person limit for private indoor and outdoor gatherings
- Visits to aged care and disability care facilities restricted to compassionate grounds
- Residential school and boarding facilities can resume with a COVID Safety Plan
- Only essential travel permitted in and out of the Perth and Peel regions to other parts of WA.
Under the post-lockdown transition measures, schools in Perth and Peel will start from Monday 8 February. Masks are required to be worn by all school staff and secondary students. They are not required for primary school students.

Based on health advice, a lockdown has been introduced for the Perth metropolitan area, Peel and the South West regions starting 6pm Sunday, 31 January 2021 until 6pm on Friday, 5 February 2021.

Lockout is ending at 12pm in Katherine.

Following positive COVID-19 cases in the Northern Territory, parts of the NT have gone into a lockdown.
The Lajamanu community and the surrounding homelands is in a lockdown which will continue until 6pm on 11 December 2021.
From 12pm, Saturday 27 November 2021, the Municipality of Katherine including Rockhole transitioned from a lockdown to a lockout until midday on Tuesday 7 December.
Robinson River, including surrounding homelands is in a lockout, this will remain in place until Wednesday, 1 December.

COVID-19: Lockdown restrictions in place
From 1pm on 27 June 2021 residents from Darwin, Palmerston and the rural areas must stay at home for the 48 hour lockdown period.
All people in Greater Darwin will be required to stay in their home or accommodation during this time. Hotel and accommodation providers will be able to stay open to support guests already onsite, people with bookings or people in need of accommodation who are already in the Greater Darwin region.
