QLD
- 17 November
From 4pm Tuesday 17 November 2020:
Gatherings: Increase gatherings in homes and public spaces from 40 to 50 people across Queensland.
Indoor premises: Increase from one per person per 4m2 to one per person per 2m2 (e.g. restaurants, cafes, pubs, clubs, museums, art galleries, places of worship, convention centres and Parliament House). Indoor play areas within a premises can open too.
In addition to these:
Boarding schools: Boarding school students can sleep over at friends’ houses on weekends and holidays.
Residential care: You can visit loved ones who are receiving residential care at a mental health or drug and alcohol service.
Wedding ceremonies: Up to 200 people can attend a wedding and all guests can dance (both indoors and outdoors).
Funerals: Up to 200 people can attend a funeral.
Indoor events: Seated, ticketed venues to increase from 50% to 100% with patrons to wear masks on entry and exit (e.g. theatre, live music, cinemas and indoor sports). Performers can reduce distance from audience from 4m to 2m, except choirs which remain at 4m from the audience.
Outdoor events: Increase outdoor events from 1000 to 1500 with a COVID Safe Event Checklist. Larger events require a COVID Safe Plan.
Open air stadiums: Increase seated capacity from 75% to 100% (with a COVID Safe Plan).
Outdoor dancing: Outdoor dancing allowed (e.g. outdoor music festivals, beer gardens).

On the 8th May 2020, QLD Premier Annastacia Palaszczuk released a statement aroudn the roadmap for QLD easing restrictions. You can read the full statement here.
"...From 11.59pm, Friday May 15, the following will be allowed:
- Gatherings of a maximum of 10 people together in a public space
- Dining in at restaurants, pubs, clubs, RSLs and cafes for a maximum of 10 patrons at one time as part of a gradual re-opening (no bars or gaming)
- Recreational travel of a radius of up to 150km from your home for day trips
- Some beauty therapies and nail salons for up to 10 people at one time
- Reopening of libraries. playground equipment, skate parks and outdoor gyms (a maximum of 10 at one time)
- Wedding guests increased to 10 people and funeral attendance increased to 20 (30 outdoors)
- Open homes and auctions with a maximum of 10 people at one time;
- Re-opening public pools and lagoons (eg South Bank, Cairns, Airlie Beach) with a maximum of 10 people at a time or greater numbers with an approved plan
For Outback Queensland, where there have been no COVID cases, two special concessions have been made:
- Dining in at pubs and cafes will be up to 20 for locals only, reflecting the important role these venues play in connecting small outback communities; and
- Recreational travel of a radius of up to 500 kilometres reflecting the long distances in the Outback..."

Response from Department of Education NSW -
"...The Department of Education is continuing to work closely with the Australian Health Protection Principal Committee (AHPPC) and NSW Health to ensure our schools continue to operate in the safest ways possible.
On the 14 August 2020, NSW Health provided additional advice to schools on further measures to be put in place to minimise the risk of COVID-19 transmission in school communities. In this advice, NSW Health requested all school related overnight
events such as excursions and camps cease, as there is an increased risk of transmission of the virus in a residential type setting with shared facilities.
The Department of Education was hopeful that school excursions and camps would recommence in Term 3. However given the increase in community transmission of COVID-19 across NSW, a date for the recommencement of excursions and camps has not yet been determined. These activities continue to remain on hold.
I understand that this decision is disappointing for the Outdoor industry sector. The Department is reliant on the expert advice from NSW Health in relation to these issues and will continue to regularly review school activities in line with the advice from NSW Health. I will keep you informed of any changes to our current position."

- Department of Education has released 'A guide to NSW school students returning to face-to-face learning'. Within this guide it states that camps will be 'under consideration for Term 3'. View the NSW DET website here and download the Guide here.

- Premier Gladys Berejiklian today announced NSW will further ease COVID-19 restrictions across the State from Friday.
"...From Friday 15 May, the following will be allowed in NSW, in addition to measures already announced:- Outdoor gatherings of up to 10 people
- Cafes and restaurants can seat 10 patrons at any one time
- Up to 5 visitors to a household at any one time
- Weddings up to 10 guests
- Indoor funerals up to 20 mourners, outdoor funerals up to 30
- Religious gatherings/places of worship up to 10 worshippers
- Use of outdoor equipment with caution
- Outdoor pools open with restrictions
It is too soon to allow for regional holidays and ease further restrictions but NSW will continue to work with business and communities during the path forward..."

30 November 2020
- In line with Canberra’s Recovery Plan Easing of Restrictions Roadmap, the ACT will move to Stage 4 COVID-19 restrictions at 9am on Wednesday 2 December 2020, subject to the COVID-19 situation remaining stable.
6 November 2020
- ACT COVID-19 restrictions set to ease again with Canberrans able to gather in larger groups from November 13
"From 9:00am Friday November 13, all gatherings will increase from 200 to 500 people," she said.
"Patrons in outdoor spaces will be able to eat and drink while standing, rather than having to be seated.
"There is considerable evidence that outdoor spaces pose a lower risk of transmission of COVID-19 compared to indoor spaces due to outdoor spaces generally having better ventilation and the circulation of fresh air."

A roadmap for ACT public schools has been released based on the ACT Government’s COVID-19 recovery plan.
On the advice of the Chief health Officer, the ACT Government is pausing its easing of restrictions and we will remain at Step 2.2 of the Easing of Restrictions Roadmap for Schools until health advice changes.
Restrictions will remain as they were during the last two weeks of Term 2. Students across all years will continue with on-campus learning and schools will continue to support remote learning for students who are vulnerable to COVID-19.
The following activities are not allowed under Stage 2.2:
- Overnight excursions to Birrigai
- Interstate excursions and camps
- Parent-teacher interviews that bring large numbers of parents and teachers together
- Larger assemblies, gatherings and performances of over 100 persons
- On-site discos and celebrations
- Face to face fundraising events involving adults
Schools should continue to limit the number of adults on school grounds, however where scheduled events are planned (such as one to one parent-teacher interviews and small assemblies of less than 100 people) parents can attend the school. Records should be kept of visitors entering the school so that contact tracing can occur if required.

- 250 people for an undivided space in an indoor premises; and
- 1,000 people in the outdoor space of a premises.
Maximum density limit is one person per 2 square metres.

Tasmania school camp update (28/9)
The Tas DET website states:
Activities on hold – for review during Term 3
The following activities are on hold for the moment but will be reconsidered in Term 3:
- School camps within Tasmania will be considered based on Tasmanian Health advice.
Update received 29 Sep – The above advice is still current. This does not apply in all cases. “Schools are able to proceed on overnight camps provided that this is essential to student learning and appropriate COVID-19 risk management strategies are in place".
- 18 August: Tasmania’s Premier has announced the state’s borders will remain closed until at least December 1.

- Changes to gatherings under Stage 3
Published 24 June 2020
The number of people permitted at businesses/activities (other than households) will increase from 12pm Friday 26 June 2020 as Tasmania moves to Stage 3 in its Roadmap to Recovery.
Gathering sizes will increase to a maximum of 500 people in an undivided space outdoors and 250 people for an undivided space in an indoor premises. Maximum density limits will move from 4sqm per person to 2sqm.
Where the number of people permitted according to the density limit is less than the gathering limit, the lower number applies.
These limits will also apply to sport, exercise and recreation, with the move to Level C of the AIS Framework for Rebooting Sport meaning the following will be permitted:
-
- full contact training
- full competition sport (contact and non-contact)
- use of change rooms and other shared facilities.

- Premier Daniel Andrews announced that a roadmap for opening up restrictions is expected Sunday 6th of September.
"It is too early today to settle that roadmap and to lock that in as it were. Another week's data is critically important to make sure that the strategy continues to work and for us to have a better sense of how long it will take to drive these numbers down to very, very low numbers so that they can be contained uncontrolled without the need to put restrictions back on over not just weeks and months, but over a longer period, finding that COVID-19 normal and looking at in for many months.
That is the aim, and that is what the strategy is working towards."

Breakdown of Sage 4 Industry Restrictions - "Under Stage 4 ‘Stay at Home’ Restrictions the default is that workplaces in metropolitan Melbourne are closed unless the workplace is part of a permitted industry as set out below.
All Victorians are required to work from home,
except where this is not practicable. Sole operators can continue to operate, if they do not have contact with the public, or with people other than those persons living in their primary household.
The below table outlines examples of workplaces that are closed for on‐site work, open for on‐site work with a COVID Safe Plan, and where there are restricted operations or industry specific obligations.

Victoria Declared 'State of Disaster' - Stage 4 Restrictions Imposed.

- State of Disaster
- Victoria will enter a State of Disaster from 6pm on 2 August until Sunday 13 September. This will give police additional powers to make sure people are complying with public health directions.
- Melbourne will move to stage 4 restrictions from 6pm on 2 August 2020.
- A curfew will be implemented across Melbourne from 8pm to 5am. The only reason to leave home during these times will be work, medical care and caregiving.
- New duration, distance and gathering limits will apply to shopping and exercise. Exercise will be limited to one hour a day within a five-kilometre radius of your home. Group size will be limited to two, regardless of if you are in the same household or not.
- Shopping for essentials will be limited to one person per household per day. A five-kilometre limit will apply.
- Regional Victoria will move to stage 3 restrictions from 11.59pm Wednesday 5 August 2020. There will only be four reasons to leave home; for food and supplies, medical care and caregiving, exercise and work or study, if you can’t work or study from home.
- Mitchell Shire will remain at stage 3 restrictions.
- All Victorian students will move to remote learning from Wednesday 5 August.
- From 11:59pm on Sunday 2 August 2020 all Victorian’s must wear a face covering when leaving home.

New restrictions for regional Victoria
From 11:59pm tonight restrictions will come into force in parts of regional Victoria including:
- Greater Geelong
- Surf Coast
- Moorabool
- Golden Plains
- Colac-Otway
- Borough of Queenscliffe
No visitors, no weddings or funerals.
Residents in these areas can still visit restaurants and cafes, attend community sport and visit gyms.
From midnight Sunday, face coverings will be mandatory in ALL of Victoria.
159 of the 255 confirmed coronavirus cases in regional Victoria have been in the above six local government areas.
Face coverings: Metropolitan Melbourne and Mitchell Shire
Information about wearing face coverings in Metropolitan Melbourne and Mitchell Shire.
From 11:59pm Wednesday 22 July 2020 if you live in metropolitan Melbourne or Mitchell Shire you must wear a face covering when leaving home unless you have a lawful reason for not doing so.
A face covering needs to cover both your nose and mouth. It could be a face mask or shield.
Even with a mask, you should keep 1.5 metres distance between you and others.

ACA Bulletin to VIC Members - 'New VIC DET School Operations Guide for Term 3 and Support for Cancellations'
Dear Members,
The Vic DET has issued a new School Operations Guide for term 3 following the lockdown of Melbourne and the Mitchell Shire. Camps do get a mention:
Camps, playgrounds and facilities
The following apply to schools in metropolitan Melbourne and Mitchell Shire until further notice:
- a. school camps and excursions cannot take place
- b. playgrounds should not be made available for community use
- c. community groups are not permitted to use school facilities (indoor or outdoor).
For schools in rural and regional Victoria with the exception of Mitchell Shire:
- a. school camps and excursions can be held if they take place outside metropolitan Melbourne and Mitchell Shire
- b. playgrounds can be made available for community use
- c. community groups are permitted to use school facilities (indoor or outdoor)
This lockdown has caused a frustrated contract situation (ie there is no fault at either end) and therefore you can negotiate cancellations in the lockdown period as it suits you and the client.
The lockdown is until 19th August, so any cancellations after that are at present the same as someone simply changing their minds - you can enforce your full cancellation policy. Please note, though, that there is no certainty that the lockdown will in fact conclude on 19th August. It is certainly possible that it could be extended in time or extended to other regions.
Tourism Accommodation Support Program - registrations now open
The ACA, along with VTIC, advocated for the inclusion of group accommodation in this package. Whilst the $ amounts are low, it is still worth applying. I understand that there may be further developments to this program in the coming weeks. The grant payment amount is up to 100% of the cancelled booking amount and is capped at $225 (ex GST) per bookable offering per night up to a total amount of $1125 (ex GST) for each bookable offering made available to the public by the Accommodation Provider.

10. A bed or room in a Hostel
11. A school camp booking for a single group
12. A distinct booking at a Farm Stay

15. Other, at the discretion of DJPR.

What if the booking is for multiple people or families at the same time, is the accommodation provider eligible for multiple claims?
A payment of up to $225 is available per booking, per night, to a maximum of $1125.
This means if multiple people are staying in the one property (e.g. a holiday rental home), then the accommodation provider is able to claim one payment for the booking.
If multiple bookings have been made (e.g. multiple rooms in a hotel), then the accommodation provider can claim a payment for each room booking.

- On 24 May 2020, Premier Daniel Andrews announced the easing of restrictions from 11:59pm 31 May:
"...
from Tuesday – and in line with the return to face-to-face learning in school – outdoor playgrounds, skateparks and outdoor communal gym equipment will reopen.
Then, from 11:59pm on 31 May, you’ll be able to have a total of 20 people in your home. For a family of five, that means 15 visitors. Outdoor gatherings can also increase to 20.
Overnight stays can resume at private residences. And importantly, for our tourism industry, so can overnight stays in accommodation.
In good news for those itching to pitch their tent, this will also apply to campgrounds and caravan parks – but not with communal facilities like kitchens or bathrooms so we can stay safe.
Limits on our most significant ceremonies will be lifted, with up to 20 people allowed at weddings – plus the celebrant and couple – and up to 50 people allowed at a funeral, in addition to those required to conduct the ceremony. Up to 20 will be allowed at other religious ceremonies, in addition to those required to perform the service..."

The ABC summarised his statement:- Testing blitz of 161,000 tests reveals 30 cases "that we simply didn't know about."
- Testing will be a feature of each day, each week, each month, for the rest of 2020.
- Fifth reason to leave home announced, to visit family and friends
- Victorians will be able to have five guests to their home from tomorrow
- Groups of 10 will be able to participate in outdoor activities, sports activities, recreational activities
- Schools, close to finalising a return to face-to-face learning before the end of term two, details to be announced later
- Professional sport training allowed to resume (NRL, AFL) from tomorrow night
- If you can work from home, you must work from home for the rest of May.
- Latest restrictions will expire on May 31.
- These changes will be reviewed 31st May 2020.

Gatherings
All gatherings must observe the new maximum density requirements.
Gatherings at private residences are capped at 10 people, regardless of age (unless more than 10 people permanently live there).
Private gatherings other than at a residence are capped at 50. Density requirements must be observed.
Funerals are capped at 50 people.
Weddings are capped at 150 people. Organisers must register all attendees with SA Health. Digital contact tracing record form - Weddings
Church services are capped at 100 people.
Hospitality venues (pubs, clubs, restaurants) are capped at 100 people per venue, with no vertical (standing) consumption, indoor or outdoor. There is a maximum booking size of 10 people per group, with seated dining only.

Step three of South Australia's road to recovery will commence on Monday 29th June, which means that the density requirements for all defined activities will be relaxed to 1 person per 2 square metres.

Friday's update by Premier Steven Marshall (12/6/2020) that all state border restrictions will be lifted from 20 July. International border restrictions will remain in place.
What else do you need to know?
- 19 JUNE: room and venue capacity limits will be relaxed to allow a room limit of 75 people and a total capacity limit of 300. Social distancing regulations will remain in place.
- 29 JUNE: step 3 restrictions will commence. There will be no total cap on numbers for indoor venues - businesses will need to abide by the 4 square metre rule.

- 2 square metre rule (except for seated and ticketed performances at seated entertainment spaces within selected venues)
- What gathering and venue restrictions were lifted from 11:59pm Friday 26 June 2020?
Phase 4 of the COVID-19 WA roadmap includes:
- all existing gathering limits and the 100/300 rule removed
- gathering limits now only determined by WA’s reduced 2sqm rule
- the 2sqm rule will only include staff at venues that hold more than 500 patrons
- removal of seated service requirements at food businesses and licensed premises
- alcohol can be served as part of unseated service arrangements
- major events permitted, subject to having an approved COVID Event Plan
- unseated performances permitted at venues such as concert halls, live music venues, bars, pubs and nightclubs
- gyms operating unstaffed, but regular cleaning must be maintained
- the casino floor reopening under agreed temporary restrictions.
- Everyone is encouraged to continue to practice physical distancing and good personal hygiene.
- Do charter boats, tour buses, scenic flights or skydiving flights need to follow the 2 square metre rule?
Charter vessels including boats, tour buses, scenic flights and skydiving flights do not need to comply with the 2 square metre per person rule, consistent with other transport.
However, existing regulations and hygiene practices must be followed.

"Restrictions lifted for public schools as WA moves into Phase 3 of COVID recovery.
From Monday 8 June restrictions have been lifted to allow parents, carers and visitors inside schools for meetings and to drop off and pick up students, subject to physical distancing and hygiene measures.:
- Events and activities such as assemblies, excursions, interschool activities, school choirs and examinations can now resume providing schools abide by a limit of 100 people in indoor settings and 300 people in outdoor areas.
- School camps will now be permitted for up to 100 people, with schools required to follow the WA Department of Education's excursion policies and Australian Health Protection Principal Committee (AHPPC) advice. Additional guidelines have been developed to provide schools with further information relating to camps..."

- The four phase plan was developed in conjunction with the National Cabinet framework and is based on the best health advice for Western Australia.
Phase 1 is already in place following the cautious relaxing of some restrictions from April 27, 2020, to allow families and friends to stay connected.
Phase 2 will focus on encouraging Western Australians to return to work, unless they are unwell or vulnerable, so the WA economy can further rebuild in a safe and measured way.
It will come into effect from Monday, May 18 (or 11.59pm on Sunday, May 17), giving businesses and families time to plan accordingly, and includes:

- indoor and outdoor non-work gatherings lifted to 20 people;
- people are encouraged to return to work, unless they are unwell or vulnerable;
- cafés and restaurants can reopen with meal service (including within pubs, bars, clubs, hotels and casino), limited to 20 patrons and the four square metre rule applied;
- weddings and funerals, limited to up to 20 attendees (30 for outdoor);
- places of worship, community facilities and libraries to re-open, limited to 20 patrons;
- community sports (non-contact) limited to 20 people;
- outdoor or indoor fitness classes (minimal shared equipment) limited to 20 participants;
- public swimming pools can open under strict rules (one indoor pool and one outdoor pool), limited to 20 patrons per pool.

If businesses or premises want to reopen they will be required to complete an official COVID Safety Plan. More details on this will be released shortly, in consultation with industry.

CHO Directions and mandatory requirements
Under the CHO Directions, a business, organisation or community group must:
- Have a COVID-19 Safety Plan, which they must comply with and review every six months.
- Make available hand sanitiser to customers unless handwashing facilities are available.
- Display signage in areas that are open to the public and accessible to employees stating that a person should consider the following:
- Maintain physical distancing of 1.5 metres from a person who is not a member of the person’s family, a friend or an acquaintance (a person not known to them).
- Keep close contact to less than 15 minutes if it isn’t possible to keep 1.5 metres away from a person not known to them.
- Practise hand hygiene by washing hands or using hand sanitiser.
- Staying home if feeling unwell and getting tested.
- Downloading the COVIDSafe app.
- Appoint a COVID Safety Supervisor to facilitate the implementation of their businesses COVID-19 Safety Plan.
- Collect the contact details of any person attending the premises for longer than 15 minutes.

- Steps to the new normal business restart - You must a have COVID-19 Safety Plan to show how you will meet your requirements around the key principles of physical distancing and hygiene practices.
By completing the online COVID-19 Safety Plan checklist relevant to your business or organisation, you will be able to demonstrate how you will meet the required physical distancing and hygiene rules.
If your business or organisation has multiple locations, you must apply for each premises.
Once you have submitted your online COVID-19 Safety Plan checklist form, you can begin planning for your restart (stage 2) from noon on 15 May 2020. For example, contacting staff, taking bookings and ordering products and supplies.
